That's a really beautiful pattern...you must be far more patient than I am 
You need to knit the three panels seperately and then attach them together, then add the edge panels.
So start by making panel A...then when you are finished, B, then finally C. You just use the chart for each panel to get through them. I wouldn't look ahead to the next one until you get one finished. I personally would work on C after A as it is a reverse image of the same design. Once you finish the three panels, attach them together and move on to the edges. It's a pattern that you have to really look at in pieces rather than the whole thing at once.
It may help you to write out the first few rows in entirety to get started.
For example...row 1
K3 P2 C4B, C4B, k2, P2, K2, P18, K2, P2, P2, C4B, p4, C4B, p4, C4B, p2, P2, K2, P18, K2, P2, C4B, C4B, k2, P2, K3
